Freedom of Information Law

The Freedom of Information Law (FOIL) allows an individual to request existing public records such as laws, budgets, reports, etc. from the agency responsible for maintaining those records. The Elmira Water Board has a designated individual who is responsible for accepting FOIL requests.

To make a request for records under FOIL, please submit an e-mail to Denise Mullaney, Executive Secretary (dmullaney@elmirawaterboard.org). Please include the following information: your full name, your home address, your e-mail address, a phone number that you can be reached at during normal business hours and a detailed request of the information you wish to attain (including a date range for the records you are seeking).  Please also make note that you are requesting the records under the Freedom of Information Law (FOIL). Paper requests may also be submitted at our office located at   261 West Water Street Elmira, NY 14901.

When you submit this form, FOIL allows the EWB five (5) business days to make the record available, deny access to the record with reason, or acknowledge receipt of your request and inform you of the time frame required to respond to your request.

FOIL Requests will only be fulfilled when a request has been submitted using the hard copy form or the electronic form.
