Having Trouble Paying Your Past Due Balance?

The COVID-19 pandemic brought financial struggles for many households. The New York State Low Income Household Water Assistance Program (LIHWAP) can assist households who have past due bills for water services. Other local charities/programs, including the Department of Social Services and Catholic Charities of Chemung & Schuyler Counties, may also assist in paying these past due charges.

NYS State of Emergency ends June 24, 2021

On Wednesday, June 23, 2021 Governor Andrew M. Cuomo announced that New York will end the state disaster emergency declared on March 7, 2020. If your account is past due see below and contact our office at 607-733-9179 to discuss your account. Office hours are 9am to 4pm Monday - Friday. 

If Your Balance Is Past Due:

 

  • Effective March 23, 2020, Governor Cuomo signed a moratorium that prevents municipalities and utilities from interrupting service provided to residents and small businesses for non-payment during the COVID-19 State of Emergency and provides certain stipulations for interrupting service once the State of Emergency has ended. The Elmira Water Board has been operating under these guidelines since that date. Effective December 17, 2021, the newest moratorium was issued providing updated procedures for all municipal water providers.


  • If you are the deeded owner that has experienced a change in financial circumstances due to the COVID-19 state of emergency: please contact our office to discuss your options. If you previously signed Financial Hardship paperwork with our office, but do not have a payment agreement on file,  the 180 day extension period ended on December 21, 2021.  Please contact our office immediately to discuss the possibility of a deferred payment agreement.


  • This moratorium does not eliminate your obligation to pay all past due charges IN FULL. We are encouraging all customers with a past due balance to contact us immediately in order to prevent the interruption of service. Once the service becomes interrupted, we will require payment IN FULL in order to restore service.


  • If you are a tenant, we recommend you contact the deeded owner or property manager.
